In recent years, the global sensor market has maintained rapid growth. It is predicted that the market size will exceed 150 billion USD in 2015 and will continue to maintain a growth rate of over 20% in the coming years. From a global perspective, a few economically developed countries such as the United States and Japan currently account for over 70% of the sensor market, while developing countries hold a relatively small share. As the only national engineering center for sensors in China, Shenyang Institute of Instrumentation has been committed to strengthening the Chinese sensor industry through transformation and upgrading. In 2012, Shenyang Institute of Instrumentation formulated the "Development Plan for the Sensor Industry of Shenyang Institute of Instrumentation," which established the concept of a large sensor industry system, shifting from single chip manufacturing to creating a full industrial chain model for sensors, focusing on the research and development of high-tech, high value-added high-end components, and vigorously developing integrated technology for complete instrumentation systems. In 2014, the economic scale of the sensor industry chain of Shenyang Institute of Instrumentation broke through 100 million, achieving the economic development goals of the sensor industry development plan for 2013-2015 ahead of schedule, driving stable growth in the operations of Shenyang Institute of Instrumentation. In promoting the transformation and upgrading of the sensor industry, Shenyang Institute of Instrumentation emphasizes technological innovation and the construction of a technological innovation system platform. It has implemented research on MEMS sensor simulation design technology and graphene smart gas sensors, and has co-established three national engineering research center sub-centers for sensors in Chengdu, Zhejiang, and Qinhuangdao, as well as established seven key laboratories and two sensor testing service platforms, including biomedical sensor optical film technology and sensors for smart grids. In 2015, Shenyang Institute of Instrumentation, in conjunction with the newly formulated three-year development strategy, is researching and formulating the "Development Plan for the Sensor and Intelligent Instrumentation Industry," which will vigorously develop new types of sensors, intelligent instruments, and other core intelligent measurement and control devices and products, promoting the innovative development of intelligent manufacturing technology and intelligent equipment industry at Shenyang Institute of Instrumentation, contributing to the group's "intelligent manufacturing."

On April 7, 2015, a delegation of five people, including Director Zhao Mingbo from the Liaoning Provincial Association for Science and Technology, Secretary-General Zhang Bofei from the Liaoning Academy of Sciences Service Center, Minister Wang Shuxiong from the Organization and Publicity Department of the Shenyang Association for Science and Technology, and the Enterprise Work Department, visited our institute to investigate the work on innovation theories and methods. Director Zhao Mingbo introduced the overview of the innovation theories and methods work in Liaoning Province, and in conjunction with the relevant work being carried out in Liaoning Province, it was announced that the Liaoning Provincial Innovation Methods Research Association would be established soon, aiming to further promote scientific and technological innovation work and better serve enterprises in the province. Deputy General Manager Fei Shuguo provided a detailed introduction to our institute's role as the leading unit for the promotion and application of innovative methods in the Northeast region under the China National Machinery Group. He discussed the promotion and application of TRIZ theory, noting that 28 people from our institute participated in the training, with 12 obtaining international TRIZ Level 2 certification, achieving good results and receiving recognition from the group, which awarded our institute the title of "Outstanding Pilot Unit for the Promotion and Application of Innovative Methods by the China National Machinery Group." At the same time, based on the practical application of TRIZ theory in our institute in recent years, he suggested strengthening the methodology of scientific and technological innovation. The Provincial Association for Science and Technology fully affirmed the development of our institute's work on innovation theories and methods. Currently, only 12 people from our institute have obtained the qualification of international TRIZ Level 2 certification, making it a valuable and rare resource for scientific and technological innovation work in the province. The Provincial Association for Science and Technology formally invited our institute to become a member unit of the Liaoning Provincial Innovation Methods Research Association and hopes to assist the association in actively promoting innovation theories and methods in Liaoning Province, facilitating the development of technological innovation work in enterprises. During the investigation, Minister Wang Shuxiong from the Organization and Publicity Department and the Enterprise Work Department of the Shenyang Association for Science and Technology introduced the situation of the Shenyang Academy of Sciences Service Center and reached a preliminary intention with our institute to establish an Academy Service Station in 2015, guided by innovation needs, in line with our institute's industrial development direction, focusing on academicians and their teams, to jointly create a high-level scientific research and development platform for technological innovation, providing strong support for enhancing our institute's independent innovation capabilities.
